If you want to run Google Adsense ads you need to have a self-hosted WordPress.ORG software install. See the NOTE below.
No blogger initiated advertising is allowed on WordPress.COM hosted blogs. The only advertising program at WordPress.com is called WordAds and it’s for blogs on their own domains.

http://en.wordpress.com/apply-for-wordads/Advertising outside of WordAds at WordPress.com is not allowed.

http://en.support.wordpress.com/affiliate-links/
http://en.support.wordpress.com/suspended-blogs/
http://en.wordpress.com/tos/1. WordPress.com allows bloggers to insert text affiliate links within post and page content to most third-party affiliate programs, provided they are not the primary content of the site in question.
2. Image affiliate links in posts and pages and any banners, affiliate links in sidebar or footer widget areas, are still considered to be advertising and are not allowed on WordPress.com blogs.
NOTE: A self-hosted WordPress site might be right for you. WordPress.org offers free software that you can install on a web server. You can upload and install themes and plugins, run ads, conduct ecommerce and edit the database. http://support.wordpress.com/com-vs-org/
WordPress.COM and WordPress.ORG are completely separate and have different logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. Read the differences here http://en.support.wordpress.com/com-vs-org/
If you don’t have a username account at WordPress.ORG click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, so you can post to the support forums there.

Thanks! One last question: even though I’m not allowed to use Google Adsense on wordpress.com I am able to use Amazon Afiiiates, right? https://en.support.wordpress.com/affiliate-links/

https://en.support.wordpress.com/affiliate-links/No amazon widgets. Affiliate text links only are allowed.
Bloggers at WordPress.com with their own books on Amazon can use a plain HTML affiliate link code from Amazon that link an image (book cover or Buy at Amazon button). See here https://wpbtips.wordpress.com/2009/04/26/images-the-three-link-options/ and note “Custom URL” to link to your book’s cover.

Hello, it appears that your Jan 18, 2016, 1:14 PM post may contradict what is actually stated in WP’s http://en.support.wordpress.com/affiliate-links/ page. You stated that, “Image affiliate links in posts and pages and any banners, affiliate links in sidebar or footer widget areas, are still considered to be advertising and are not allowed on WordPress.com blogs” but the WP documentation states,
“When blogging about books you’re reading, music you love, clothes that strike your fancy, gadgets you’re drooling over, or whatever is of interest to you and your readers, feel free to post relevant affiliate links using either text or images.”
So, it appears that I can post an image (like a book cover) with an embedded affiliate link and not violate the advertising policy.
Please clarify. Thanks!

Thanks for the response, but I am still not convinced that I have to own the books to post an image with an affiliate link based on the language in WP’s Affiliate Link policy. Am I misunderstanding your comment “with their own books”?

Hi there,
Users are not allowed to place banner ads on their blogs.
However, an image with an Amazon affiliate link, for example, is perfectly fine.
The key here is the intent of the blog. We do not allow sites whose primary purpose is to drive traffic to external affiliate links or who promote their site or affiliate links through comment and forum spam. So, if we see a site with poor quality content and a whole bunch of Amazon affiliate images, for example, that would be considered spam – which is against our Terms of Service.Users can monetize their blog using affiliate text links, but we do not allow affiliate links to the following types of sites:
- “Get Rich Quick”/Work from Home
- Multi-level marketing (MLM)
- Gambling
- Pornography
- Disreputable merchants and affiliate networks (ex. Clickbank)
Hopefully, that clarifies the issue.

Accepted answer
Update: you can use Adsense and other ad networks on WordPress.com if your WordPress.com plan supports plugins and outside code. Here’s how to add Adsense code to the header.
You would need the Business Plan or higher. And you can find other ideas for monetizing your content here. Cheers!
