WordPress.com blog stealing content

Hello,
This is a question about a blog in spanish that is stealing content from a friend’s blog and from Escire, saying it’s theirs.This are the original articles, posted on 2009:

And this is the post with stolen content (from 2010):
Energías libres I.La energía libre de Gibbs: la oxidación de agua oxigenada en entorno ácido.
They never mention the original writers and even more, they sign it as theirs!
Is there something that WordPress.com can do? It’s not the first time this blog (http://starviewer.wordpress.com) steals someone else’s work.
