WordPress Studio on free wordpress.com blog?

I saw that WordPress has a local design app called Studio. Can that be used in conjunction with a free wordpress.com blog? Or is this tool only for paid or self-hosted blogs? Thank you

Yes, indeed. Studio is a new local WordPress development environment that you can run on macOS and Windows. You can deploy a site you create with Studio to WordPress.com or to another hosting service.
Currently you’ll want to have a WordPress.com Creator plan on WordPress.com so you can use a plugin like All in One WP Migration plugin to migrate the local, Studio site to WordPress.com. I recommend reviewing the documentation for Studio for more information about this app, here: https://developer.wordpress.com/docs/developer-tools/studio/
If you’d prefer to create a free WordPress.com site, I recommend working on that site either through your browser or using one of our desktop or mobile apps:
