Uploading themes

Do I need an upgrade to upload themes?
I talked to a girl with a blog here in Sweden, and she said that she uploads her themes. But i cant find anything about uploading.Can someone help me with an answer aorund this? :)

Hi. You can’t upload new themes on blogs hosted at WordPress.COM. Your friend probably has a self-hosted WordPress.ORG blog. See here for details, explanations and possible alternatives:
