    So you have to upgrade now to upload custom themes and plugins now? when did that happen?

    At WordPress.com users with free sites have never been able to install external themes or their own plugins. Perhaps you’re mixing up the host .com (here) and the free software .org that can be installed elsewhere.

    Hi,

    Yes, at present, custom themes and plugins are only supported on the Business and higher plans, and as far as I know, this has always been the case. However, there are a number of built-in plugins already in place for most essential features, and the variety of themes available continues to grow. The finer points of customization are designed mostly for those who use their website as a marketing platform and have needs beyond the standard user.
