smooth scroll?

Dear WordPress,
I hope you can understand my request. I dont know the feature name, but there are website, in which scrolling down is very smooth. not the tradition scrolling but its like animated and smoothly going. Is there a possibility to add this using wordpress.com themes?

Makes a little more sense.

I know there an an extension available for Chrome:

And for Firefox:
