Since we can’t add a shop feature via paypal on wordpress.com blogs. I want to link a shop section to an outside url-by adding a shop page that provides a link wthin. Is this possible or will the wordpress folks have a field day and try to shut me down?

You need to run all this past staff since the volunteers here in the forums don’t have the authority to speak for them.
In general in the past what staff have said is that a link to a shop such as Etsy where you see your own products (art, crafts, paintings, pottery, etc.) made by you is not a problem. Having a link to a some other sort of show where you sell stuff you bought from others is normally not allowed (tee-shirts bought from a wholesaler, etc.) Here are three links (four if you count the contact link).

When you contact staff, have some stuff (you can even leave it non-published) on your blog as examples, or give them links to what you are going to be linking to so that they can take a look.

You are correct in thinking that we cannot have a full merchant paypal ecommerce feature on wordpress.COM free hosted blogs. We can have a paypal donation button and/or a Contact page.
