Can I sell a heavily customized theme, like my current Twenty Fourteen? Do I have to modify it further, or what?

It wouldn’t be possible to sell a customized theme here at WordPress.com. It isn’t possible for users to purchase themes elsewhere and apply it to a WordPress.com blog. They can only purchase or apply themes from:

http://theme.wordpress.com
