Provided you are logged in under the same username account that purchased the upgrade, and you are within the allowed time frame for refunds, you can cancel and request a refund from your dashboard > Store > My Upgrades. Exactly which upgrade are you trying to cancel and get a refund for please?

Hi, I’ve confirmed that we refunded the full amount several weeks ago. Can you contact your bank or card company to see if it’s stuck in routing?
