I’ve downloaded the WP Product Review (Free) plug-in from the Word Press Plugin Directory – however, I cannot seem to install it. Please help!

If you are reading anything that makes you think that we bloggers can install plugins, custom themes or third party themes on sites hosted by wordpress.COM, then you are mistaken/misinformed. We have never had that ability. You are confusing wordpress.COM hosted blogs and wordpress.ORG installs on paid hosting.
Blogger installed plugin capability does not exist on WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.
For that type of functionality, you’d need a self-hosted WordPress.ORG software install running on a paid web hosting service.

We provide support only for wordpress.COM hosted sites. Our support docs do not apply to
(1) local installs of wordpress.ORG software on your own server or

WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. As you are referring to a site that is not hosted here, if you don’t have a username account at WordPress.ORG account, then click http://wordpress.org/support/ and register one on the top right-hand corner of the page that opens, https://wordpress.org/support/register.php so you can post to the support forums there.

We bake a lot of extra features into WordPress.com, so we don’t offer plugins. What do you want to do with that plugin exactly?
If it’s simply to solicit user reviews, you could create a contact form, and place any submissions on its own page.

I’m ideally trying to have aggregated user reviews that show up on my website. Can I do that with contact forms?

Yep! You can create a custom form, and then copy and paste any submissions into a new page that you’d create. It’s not automated, but it works. :)
