You can find WordPress.com info here: https://en.support.wordpress.com/nextpage/It can be styled and even add your own content near it like this:
<p style="text-align:center;"><strong>Learn more about flour <a href="https://domainname.com/baking/4/">next page</a>...</strong> <strong> <!--nextpage--></strong></p>

Oh, I see, I moved to fast past the “top of Page” question.
I believe that the tag is baked into the functions to only show at the bottom of the page.
Outside of editing the function (advanced), if your account type can add plugins (as mentioned @timethief) I would search plugins fornextpage
and
pagination
. In there you will find plugins that can enhance the pagination feature.
