I’d love the ability to invite my website viewers to sign up for my newsletter. I’ve heard that WP Popup Plugin by Muneeb (https://wordpress.org/plugins/m-wp-popup/) is a good plugin… would love to see something like this added to wordpress.com.

If you want to use MailChimp with your WordPress.com site right now you can do so by creating a link to the signup form on MailChimp and providing it to your visitors. Here’s the info from MailChimp Support http://kb.mailchimp.com/article/how-to-add-a-mailchimp-signup-form-to-your-wordpress-blog

There is also no mass mailing feature here at WordPress.com. Your followers can subscribe to receive your posts by email and they alone can control the frequency of receipt. You cannot subscribe for them or control the frequency of receipt of your posts by them.
IMPORTANT Note: When followers or commenters provide an email address for a specific purpose you cannot use it for any other purpose. In fact doing that in Canada is against the law.
You can create a Subscribe page and clearly state on it that you intend to harvest email addresses if that’s what you want to do. http://en.support.wordpress.com/pages/
You can add and customize a contact form with multiple fields, change the email address where you’ll be notified, and mark feedbacks as spam from your dashboard on that page. http://en.support.wordpress.com/contact-form/
You can create a sign up page on MailChimp as I already posted above.

These settings change emails sent from your blog to followers.
Logged out users __ Show follow button to logged out users.Checking this will present a follow button to logged out users in the bottom corner of their screen.

That being said there is no subscription pop-up that I will ever install on my own blogs and a refuse to use them on other blogs where they are installed.
would love to see something like this added to wordpress.com.
The warm and inviting blogosphere environment that we once enjoyed has been destroyed by opportunistic marketers and other spammers with $ signs in their eyes, and cash registers where their hearts should be.
Nothing can be more cheeky and arrogant than installing an in your face subscribe to my blog pop-up that displays while a visitor has yet to complete reading a post.
And, I consider email harvesting for marketing purposes to be a spamming tool that I will never install on my on blogs or submit to on another blog.
Consequently, I would hate to see what you would love to see.

Thank you for your input, timethief. I do not “harvest” emails nor do I want to have the pop-up on my blog- only on the homepage of my website. I want a simple pop up inviting viewers of my website to sign up if they wish to receive information about my business specials. I don’t want it to be required of them to enter their email.. just an invitation. I don’t spam anyone that I have email addresses for, and they are more than welcome to unsubscribe at anytime. I would never use someone’s email that is given to me for one purpose for any other (as you mentioned is illegal in Canada, I believe that is also illegal in the U.S.). I’m in the process of converting my website over to WordPress, and while I will use the blog function as well- blogging is not the main objective of my business. I use my blog to share things about my business, my personal life, etc. And I use my email newsletter to update clients and prospective clients (or simple fans) about updates to my business, special deals, etc. I like to keep a personal connection with my clients, prospective clients and followers… maybe the blog subscribe function will be enough for that.. I’ve just always kept in contact with everyone with my email newsletter. :)
