The easiest way to upload an image from your iPad photo library would be to use the WordPress for iOS app, which is available at https://apps.wordpress.com/

I don’t understand your question correctly, is there a way to use a Photo from your IPAD’s photo library into WordPress?
Do you want to use the photo into your Theme as a Header or Post Image or for a Purpose in your WordPress.com site?
