  I have several pages which I am happy with and I want to launch. I cannot change Manage Settings General. All the options are greyed out.

  It’s not greyed out from my end – you should be able to launch your site.

  Hi there,

  You do not need to purchase an upgrade in order to launch your site.

  Have you tried to click the launch button at https://wordpress.com/checklist/? If so, there should be an option to choose the free blog URL as opposed to an upgrade.

  You should be also available to launch the site by going to https://wordpress.com/settings/general/.
