In the business plan for $25 a month, it says it comes with Google Analytics, however, I thought that Google Analytics was free. Would I not be able to use Google Analytics with the $8 plan?

No, due to the major differences between the Business plan and the other WordPress.com plans Google Analytics will only work with the Business plan.
PS: Note that all upgrades need to be paid for annually (or for 2 years) in advance. There are no monthly payment plans. See also:
