How do I center the logo, title, and tag-line? I need to do this because the menu is below the tag-line instead right of the logo.

– As per my understanding, you just need all three thing in to be in center of the page. To do that you can add custom css code:
.site-branding { text-align: center; margin-left: 25%; }
I have also added the text-align property of css to make all three things in the center to the box. If you fine with the left align part then you can remove this and just add the code:
.site-branding { margin-left: 25%; }
