Cannot create new blog

I am attempting to create a new blog site on WordPress.com, and the system is refusing to create it.
1. I go to the Reader Page.
2. I select “My Site”The system saya I don’t have a site yet, and offers me a button titled “Create Site”
3. I click on the “Create Site” button.
4. At Step 1 I select a layout
5. At Step 2 I select a theme
6. At Step 3 I enter a domain name.
7. I select the free wordpress domain optionThe system shows a page with some plan options.
8. I select the free plan
The system returns to the Step 3 page and displays the following message:
“An active access token must be used create a new site for the user”
This occurs regardless of te browser used (firefox, IE, or Chrome).
What is this access token, why don’t I have it, how do I get it, and how do I use it to create my site???

Please try to sign out and back in to your WordPress.com user account. Also, clear your browser cache: https://en.support.wordpress.com/browser-issues/#clearing-your-browser-cache/
Then enable third party cookies on your browser https://en.support.wordpress.com/third-party-cookies/#how-do-i-enable-third-party-cookies
If you do not succeed please provide this specific info:
(a) Exactly what kind of device you are using to connect to the internet and to WordPress.com.
