the bullet itself can’t really be sized. it’s almost always easier to replace it with an image.
the bullet is controlled by
li { list-style-type: }
generally, what i do is this:
li { list-style-type: none; background: url('custombullet.gif') no-repeat 0 50%; padding-left: 20px; }
which deletes the bullet, and inserts my own image.
the default theme, kubrick, does it differently:
li:before { content: "0BB 020"; }
they’re still using list-style-type: none; but they’re using advanced CSS to add their own character (the right angle quote). you can also substitute something simpler, like
content: "-";
you can even use
content: url(custombullet.gif);
but that stuff doesn’t work on IE6.
