The Appearance menu in the WordPress.com dashboard admin panel is activated with a paint brush icon.

I can access the Appearance Menu but there is no Editor option in the Appearance Menu. How do I add the Appearance Editor?
-
I don’t know what an “Appearance Editor” is. I don’t believe that you can add anything to the admin panel.
-
I have an Editor option in my Appearance Menu on my WordPress independent site. It looks like there are fewer options with the dot WordPress dot com free sites. Thanks for your input.

The Appearance Editor is found ONLY on self hosted WordPress.ORG software installs. What exactly is it that you intend to achieve please?
You cannot upload any third party themes into a WordPress.COM hosted blog so be clear on that. The only themes we can use on WordPress.com blogs are licensed and adapted to run on our multiuser software are the free and premium themes that are found here http://wordpress.com/themes/
There is no FTP access to WordPress.COM blogs and we bloggers cannot install any plugins or third party themes.

http://en.support.wordpress.com/themes/adding-new-themes/There is no other upgrade you can purchase here that changes that reality.
CSS editing cannot be done on any WordPress.COM blog without an upgrade. If that’s your aim then you will require a Premium theme upgrade bundle purchase in order to get the ability to edit the CSS.
See here for details on purchasing the annually renewable Premium bundle that includes custom design and CSS editing capability:

Thank you for your confirmation that the Appearance Editor is not available on the free sites. Things that are simple on my independent site (like changing the tag line size and color) seem to be impossible on the free site. I am a newbie and still groping about.
I greatly appreciate your comment. -

The Site title (blog name) and/or the optional Tagline can be changed on the top of this page at any time. > Settings > General …
“save changes”. That is exactly where search engine spiders look for the site title and removing it from there can cause issues with getting your content indexed. Note that the site title (blog name) and blog address URL do not have to be the same but it’s better for SEO (search engine optimization) if they are the same.See here for clarity on the differences http://en.support.wordpress.com/com-vs-org/

Thank you. Just for clarity, I am happy with my tag line. I just want to adjust the font size and color of my tag line. The way around the absence of the Appearance Editor is to choose a theme which will showcase my tag line. I’m good to go.
Thank you again. -

These are 3 ways to change fonts on WordPress.com blogs.
(1) Changing font families, colors and size in text in posts or pages either post by post or page by page by coding into the Text ie. HTML editor. http://wpbtips.wordpress.com/2009/07/11/formatting-text-pt-5/
(2) Changing font colors in text in posts or pages either post by post or page by page using the #4 icon (Select text color – change the text color) in Row 2 the Visual editor. http://en.support.wordpress.com/visual-editor/#row-2
(3) Changing all font families, colors and sizes throughout the whole blog by purchasing an annually renewable Custom Design upgrade and using Typekit Fonts with Staff support.
