what's the best most flexible theme for customization?

I have many years experience with HTML/CSS, especially building self-hosted WordPress sites from scratch. I am in the process of creating my first WordPress.com website for a client and I need a them that will give me the most flexibility with my design. I started using Wu Wei which my client installed but I’m quickly running into frustrations with it’s limitations. I have used WordPress frameworks before which allow almost total flexibility but I realize that’s not an option here. I just need a theme with a top navigation that will allow me to have as much control as possible.

H-m-m-m, both of these themes place the navigation under the hgroup which is screwing with my design. Is there any way around this? Also, there seems to be a hidden padding-top on the body which I can’t seem to set to 0. Any ideas on how to fix it? http://patharrisoncamptrail.wordpress.com/

Regarding navigation, note that sometimes moving it using absolute positioning works out well (I’m not sure if you tried that already).
The padding-top might be something artificially added in for the WordPress.com toolbar, and if that’s the padding you’re referring to, I would recommend keeping it or your design may look different for logged in versus logged out views.

I ended-up using Triton Lite by Towfiq I. and it’s working out pretty good after a trying times.
