What is “proper etiquette” in the blogging world?

Blocking the IP address will be of absolutely no use to you, so forget the idea. Most of these scrapers just subscribe to the feed anyway.

Right (regarding the feeds), so it will benefit you to set your blog’s RSS feed to only show summaries from Settings -> Reading.

Every post I make I get 5-10 “comments” that are ping backs. Should I save these so I have a list of all the places that stole my hard work, or should I just forget it. I do notice they account for a few hits each day….

Not all pingbacks are spam. Check them out and if they’ve got the spam markers (like standard text, usernames like CIalis) delete them. You can pursue them if you want, and it does make the world a better place. But you don’t have to.
