Neither the free plan nor the Premium plan will allow you to upload your own themes or plugins. More to the point is that WordPress.com blogs cannot be equipped for eCommerce transactions unless they have the $299. per year Business upgrade.

There are 2 basic types of landing page, Click Through and Lead Generation (also referred to as Lead Gen or Lead Capture pages).
Any site here can have a static front page (click through) and sometimes that’s what “landing pages” amount to.
What exactly do you mean by “landing page”. I asking because the only sites here that can be equipped for eCommerce are those with Business upgrades.

Lead pages lead generation or squeeze page. Or at least a signup box that will tie in with aweber. Also can a .com page be changed to a .org page if needed.

You cannot use the Aweber embed code and cannot create a pop-up on a wordpress.COM hosted blog. You can only create a sign up page on Aweber and link to it.

It just seems a lot less work to get the .com up -

One can create links on any post or page but one cannot simply create a pseudo-blog that drives traffic to third party sites. It has to be a real blog.

You can create a Page https://en.support.wordpress.com/pages/ clearing stating you want to harvest email addresses on it and place a contact form https://en.support.wordpress.com/contact-form/ on the Page. Then those who volunteer to have their email addresses harvested may use that form. The rest of your visitors enjoy the privacy they deserve.
