Trouble migrating subscribers

Hi, hopefully someone can help me here.
I am trying to migrate subscribers from a WordPress.com site to a self hosted site using Jetpack. I have followed the instructions at https://wordpress.com/support/moving-a-blog/moving-your-subscribers/ and https://jetpack.com/support/subscription-migration-tool/ however when I try to select the WordPress.com site where to copy the subscribers from, the dropdown selector is empty.
I also tried to do this manually using a CSV file, but for some reason four emails won’t add, which is very odd.

No I’m not the one who originally created rebeccalbrand.wordpress.com. Rebecca who created/owns the site has asked me to help her as she is not very technical and is in over her head.
What is the best way forward then, is it still possible to sort this?

Hi!
I understand you’re an administrator, but in our system, an administrator and site owner can be different, and certain actions, like migrating subscribers, can only be performed by the site owner.
Another thing you can do is ask the site owner to log into the account and reply here with confirmation that she’d like to migrate the subscribers from rebeccalbrand.wordpress.com to rebeccabrand.org.
With the site owner’s explicit permission, we can move the subscribers.
