Theme: Regulus Admin Controls

I know that this sounds a bit strange to ask, but do the ‘admin controls’ always show up for everyone when you view a blog that is using the Regulus Theme? I know that you cannot actually access the ‘write’ or ‘edit’ or ‘dashboard’ links if it is not your blog, but thought that it was a little strange that this shows up if you are not an admin, author or editor of that blog.
Want an example, try my blog (linked off profile) or where I saw it:

Not to be a pain, but does anyone see the admin controls panel in the top of the sidebar on my site or the other one referenced while logged in?

Yes, Trent I do see them. I did use this theme at one time and I believe but can’t swear to it that they are visible but not usable to those who are logged in.

I didn’t post an answer before because it’s been a long time since I used the theme and because Vivian Paige uses it, she’s frequently on-line in the evenings, and I expected she would answer you.
P.S. I believe this version of Regulus coded for wordpress.com is an old one that hasn’t been updated. Perhaps checking our Ben’s website will provide the answer you are looking for http://www.binarymoon.co.uk/2006/11/regulus-221-update/ -
