I used to be able to use Sticky Post option but now I can not see the option at all. Why?

You cannot deactivate the new Beep Beep Boop editor but you do not have to use it. On the dashboard of your own blog at
Dashboard > Posts > All Posts > Add New
To create posts in the classic editor for you that link ishttp://timeforkimchi.wordpress.com/wp-admin/post-new.php
On the dashboard of your own blog at
Dashboard > Posts > All Posts one can hover over any post title and click the Edit link. and proceed with editing. -
I just searched and found this thread for those using the new editor:

Once you click it the panel will open up and you’ll see the sticky option:
