Yes, of course it will. A URL is a blog address like a street address. We have bloggers here that change URLs like they are changing socks. They just don’t get it no matter how many times we tell them the truth. And, the truth is that if you change a URL you break all the links. The Site title (blog name) and/or the optional Tagline can be changed on the top of this page at any time. > Settings > General … “save changes”.
That is exactly where search engine spiders look for the site title and removing it from there can cause issues with getting your content indexed. Note that the site title (blog name) and blog address URL do not have to be the same but it’s better for SEO (search engine optimization) if they are the same.
If you want to change the .wordpress.com blog address ie. the URL starting with http:// then you must be logged in as Admin under the exact same username account that registered the blog to do that and the URL you desire must be available. If so, then you can change the URL by using this guide

The problem is that there is a name that looks like the name I chose but, The other blog is not active.

Yes it will be because that’s what domain mapping is for and what it does but I strongly believe you and I have already had this conversation long ago.
In order to map to a domain one must have an underlying .wordpress.com subdomain blog to map from, and the domain name you desire must be available for purchase, or you must already own the domain URL. The content remains where it is and all links will seamlessly redirect to the domain URL from the .wordpress.com URL.
You must be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard at > Store > My Upgrades to purchase upgrades for the blog.
