Request of the SMTP plugin IP

I’m using Mailster for sending emails and the delivery option is SMTP. I reached out to my webmail provided and they said nothing is wrong with out SMTP settings.
I also tried Easy WP SMTP and I still get the errors. Our domain is under godaddy and hosted under wordpress.Whenever I do a test email on WP Mail SMTP, I see these errors.
[error] delivery_port: Port 465 is NOT open an cannot be used! closed [Connection refused]
[error] mail: You are not able to send mails with the current delivery settings!SMTP Error: Could not connect to SMTP host. Failed to connect to server
Our email server is under wordpress which is Titan, they said there is nothing wrong with the setup so they send me an email. Please see below

If the smtp plugin is not hosted any where, please share the Client IPv4 address of your system, such that we can see if any conncetions are coming from the same.

Also, there are no IP blocks.
Please ask them to try with all the ports and different authentication methods: port 465 as well as 587 via different combination
On authentication method you might have “AUTH LOGIN”
Please try that once as well.

I already tried changing ports, and were still having the same error T_T -
titan also emailed me this

Our backend team has confirmed that there is no particular IP block at our email server and also no SMTP connection for your Titan account has reached our server.
Hence, in this case we request you to please have this issue reviewed by your web hosting provider for any blocks at their end since at Titan end we did not find any block for your account.

Hi again! It seems that we’re confusing two different sites you have. Here at WordPress.com, you have taragonline.com, which has a Titan email subscription and a free hosting plan.
I noticed you’re asking about another site with the domain gotaragonline.com hosted outside of WordPress.com. The Titan email subscription you have can’t be used for the domain you’ve with the other provider. If you don’t need to keep that email subscription going, I recommend canceling your WordPress.com subscriptions at https://wordpress.com/me/purchases.
If you plan to use Titan email for the site gotaragonline.com I recommend purchasing that directly with them at https://titan.email/
