Add topic to favorites
When you go to websites of interest to you, and wish to take advantage of some free service or what have you – they ask for a reciprocal link with a chicklet of html on it.

My question is – do you use a text widget and call it “Reciprocal Links” (or whatever) – and then have to use something else to place their chicklets under that? I just made a section on the html section of my template on blogger in the past. I’m sure you are easier, but I guess I’m either overthinking this or something! I have no clue how to do this here!

Yup, just put it in a text widget in your sidebar.
