Will I be able to access all the premium themes for free, without paying additional charge, if I upgrade my account to premium or business plan?The blog I need help with is: (visible only to logged in users)

Yes, with the premium and the business plan, you can use any premium or free theme from https://wordpress.com/themes/ page.
With the personal and the free plan you can use any theme available at https://wordpress.com/themes/free/ page.
The business plan is the only way to add a custom theme or a theme purchased/ downloaded from somewhere else.
