positioning of the smiley embedded in my blog

I understand why there is a smiley face gif embedded in my blog homepage. However, do you have to put it right up near the top of the screen? Why not put it down at the bottom somewhere more out of sight so that it isn’t what discerning eyes are drawn to as a distraction from the actual purpose of my blog?

Yes. As I indicated in my question, I already understood WHY it was there…
And, ummm — it distracts ME. It’s like a spot on someone’s tie. Once you see it, you can’t NOT see it! :)

To answer your original question, it was just a design choice by the theme author who originally designed the Spring Loaded theme. They probably liked the smiley. :)
Here’s an example showing how to move it to the bottom of the page:
#wpstats { position: relative; bottom: 28px; }
