    The plan that you’re mentioning has indeed been cancelled and the refund for it has already been submitted to you, for the Personal plan that was on the site, lopsnews.wordpress.com.

    In that case, you can go to Upgrades → Plans in your WordPress.com dashboard for that site, and upgrade once more, to the Personal plan, by selecting it from the plans on that page.
