  As far as I know, the P2 theme on WordPress.com is retired

  P2 is a standalone entity from the regular WordPress websites. I’m not certain it’s possible to convert an existing site, but the best place to ask that would be on this thread https://p2feedback.wordpress.com/2020/09/02/is-it-possible-to-convert/
