I’m considering upgrading to premium plan for my site. If I do, how do I get ALL external links to open in a new tab? Can it be done with CSS?

This is something that CSS would power.
This can be done as standard without a plan, when adding a link, you should see an option for that link to “open in a new tab”: https://wordpress.com/support/wordpress-editor/links/#open-a-link-in-a-new-tab

Would like to do it all at once for all my rss widgets like i used to do with a plugin when I had my dotorg site. Was going to upgrade to pro but it looks like that has been discontinued so I was wondering about css.
Any code you can think of that would do it? I am terrible at css.

CSS isn’t capable of doing that.
To do this in bulk, you would need a plugin, something like this: https://wordpress.org/plugins/open-external-links-in-a-new-window/
In order to run this plugin, the site would need to be on the business plan.
