Justify Feature is not available in Gutenberg. It might have some plugin to have that in the editor according to the discussion made on gutenberg plugin. Please refer to the link below for more details on this:

Justify was removed from the Core WordPress software, and by extension the WP-Admin editor on WordPress.com, already in 2016 when WordPress 4.7 came out. It has been available in the My Sites editor on WordPress.com because that editor uses a different code base from Core, but the new block editor is the same one that’s used in Core, and the Justify option has not been added back there. It’s also unlikely that it will be added back.
Until now in Core it was still possible to use keyboard shortcuts to use Justify in the absence of a toolbar button, but that appears to be broken. The Core team is already aware of this. You can follow along on the discussion here:
