Is an opml file generated by default?

If I create a blogroll widget, I understand that I can export it as an OPML. But I’m wondering if creating a blogroll widget (with some links in it) automatically creates an opml file somewhere in my WP installation. I don’t see one, but it’d be helpful to know for sure if one is or is not created even if I don’t export the links.

The Import & Export Links support page says
To access the links file for an existing WordPress.com blog, type in http://example.wordpress.com/wp-links-opml.php or if you have exported an OPML file containing links, click the Choose File button to choose that file from a local disk.
The OPML URL of the links file for your primary site would be https://lakebuel.wordpress.com/wp-links-opml.php.
