  What is the best way to build an Intranet on WoodPress?

  Hi @jdimonda, we use private P2 sites here:
  https://wordpress.com/p2/

  If you don’t need all of those features, you could use any theme and just make the site private at https://wordpress.com/settings , and invite other members as contributors:
  http://en.support.wordpress.com/adding-users/

  You’ll want to be sure you understand user roles, too:
  http://en.support.wordpress.com/user-roles/

  And, if they need to make accounts here on WordPress.com without creating sites, have them use this link:
  https://wordpress.com/start/account/user
