How to add language flags and corresponding localized site?

Hello,
I would like to have two versions of my site – English and German, and two flags on top of the site so that the user can toggle between them. I don’t need help with translation; I just need help with adding the flags so that they lead to “/en” version of my site as well as the “/de” version…
I am using a Chromebook..
Anyhelp, would be great!

I think you are looking for page jumps. You can use them to help your audience skip to their choice of language.There are also other ways to have a multilingual site. You can read more about it here.

If you want to add flags with links to the English and German pages on your site I think the best option would be either a text widget (you’ll have to insert the image and link using html) or two image widgets, one for each flag. http://en.support.wordpress.com/widgets/text-widget/

Another option is to create a custom menu with links to the English or German pages of the site. The place where the menu appears is also determined by your theme. http://en.support.wordpress.com/menus/

You weren’t clear. Is custom design required to use page jumps? I think, we can use it from the text editor, without the need of any upgrades. Correct me if I am wrong. -

If the OP has custom design there are other options than the ones we mentioned, like maybe adding the flags to the menu or header, which is not possible without using CSS.Page jumps can be used inside any post or page – you don’t need an upgrade for that.
