How to add a background image to the homepage

I’m making a site for a friend, and I’ve been searching desperately trying to figure out how to set a background image on the homepage. I’ve gone through almost every setting I could find, but I still can’t figure out how to do it.
What am I missing? Any pointers?

The Twenty Nineteen theme’s customization options do not include displaying a site header image.

There are no background options at Customize for Twenty Nineteen either. The theme guide says:
The hallmarks of Twenty Nineteen are its simple but sophisticated typography and its pared-down, open aesthetic, two things that make it a great foundation for a wide variety of websites.
In the interest of simplicity they’ve apparently omitted the standard Header Image and Background customization options available on most themes.

Do you know of any specific themes that allow me to insert header images?

I added a “custom header” filter to the themes at the WordPress.com themes showcase for “header image,” which produced the following filtered results:
1. 190 themes, all types, of 329 available
2. 77 free themes of 100 availableI would have guessed that at least 95% of the themes have an optional header image, so I’m surprised the percentages are so low. Perhaps the filter is imperfect and is missing some of the positives.
