How do I edit the text in the header of my blog?

and why can I not change my username?

Let’s start with your username. You cannot change it but you can use a “nickname” and it will display in place of your username everywhere except here in the forums. http://en.support.wordpress.com/change-your-username/

You can change the wording of your blog title and tagline on this page > Settings > General
