Handing off domain to client.

I recently purchased a new domain under my current account which already has a default domain. My thought was that this new domain would be a brand new site to where I could customize it for a client, however, after reviewing it further, it seems as though the new domain is tied directly towards my personal blog.
What is the easiest way to move forward – complete the client’s site under my account then transfer it to his account? or should I create an account for him now and transfer the domain before constructing the site?

Every WordPress.COM blog has a sole owner and it is the person with the WordPress.COM username account who registered the blog under that username account and their associated email address.
The blog’s owner must be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog and purchased upgrades to renew them, or to transfer the blogs and the upgrades to another username account, or to use the lost password link, or the account recovery form, or to delete site content, or to delete the site itself.
Staff cannot do this for you. Your client needs to register an account so you can transfer the blog and upgrade(s) t that account.
