getting an invoice and some information about connecting to state domain

Hi. I’m the director of a state arts agency. We have been using a WordPress blog for year, which is located on a state server (http://www.arts.ri.gov/blogs/). We now want to move it off the state server and onto the blog we’ve set up below. I guess that means we want to establish a Premium membership.
Our first challenge is that we are required to pay this via Purchase Order, which means we’ll need an invoice and supporting information on the service. Is there any way that could be provided to me ((email visible only to moderators and staff))?
Second, we need to make this transition as seamless as possible, and for us that means we would like to establish a domain that mirrors our existing domain – arts.ri.gov – and DNS lookup into the state domain so it seems that this is a cohesive part of our website and online presence. Is this possible? How can we make this happen? I’ll need instructions that I can share with our state IT department.
