How do you change the font color for the site title and tagline in css?

Hi there, for the site title and tagline colors, add the following and adjust the color code as desired.
.site-title a, .site-title a:visited { color: #cc0000; } .site-description { color: #44ee00; }

I tried it and it didn’t work. Where do you add this code to? I don’t any scroll bar to place it.

I meant I didn’t see any scroll bar or place. The one spot with the magnifying glass on the left wouldn’t take it.

}didn’t work for me. When clicking on the menu button I see a blue colour and on a phone when scrolling up I see a purple colour. I am not sure where these colours have come from and I’d need to change them to White with blue when hovering over. Can you help?
