I’ll first point you to the W3C validation report on your CSS. There are several issues you need to fix: http://jigsaw.w3.org/css-validator/validator?uri=http%3A%2F%2Fadhvan.net%2F&profile=css21&usermedium=all&warning=1&lang=en . I don’t know that they are causing the issue, but they do need to be fixed. Some browsers are quite picky about CSS. Most of the errors have to do with typos or misspellings in values (transparent is spelled transperent and groove is spelled grove). Additionally you have a color value that has one too many digits. hexadecimal color codes have to be 6 digits (3 if the color code can be short-coded).
Secondly I’ll point you to the W3C XHTML validation report on your main page: http://validator.w3.org/check?uri=http%3A%2F%2Fadhvan.net%2F&charset=%28detect+automatically%29&doctype=Inline&group=0 . You need to look through the text widget with all the smaller buttons in it for malformed HTML code or missing characters or tags.
Next thing is the two images in your sidebar at the top. They are 1.8MB and 2.6MB respectively and then downsized by the browser. When you do this, the browser has to download the entire image and then resize it. It is much better if you resize and resample the image to the correct size for the sidebar. With image that large, there is always a possibility that a timeout will occur which might keep the nav bar from loading.
One of the above by itself might not cause this issue, but all of them together could very well cause it.

You’re welcome. Again I don’t know that the issues I mentioned are the cause, but it is best to correct those so that you are working from a clean base. Eliminate the obvious first.

Sacredpath, I cleaned up CSS code and right now I don’t have any error.
I am not an expert on HTML and I received most of these codes from respective website and cross verified and everything looks fine. I am not sure how to clean up HTML errors -
OK, in all the links in that text widget with the buttons, there is a missing space and / at the end of the image section of the link. This is an example of what you have now:
<a href='http://www.photoblogs.org/profile/adhvan.net/'><img src='http://buttons.photoblogs.org/photoblogs02_gray.gif' alt='Photoblogs.org - View my profile' title='Photoblogs.org - View my profile' width="80" height="15" border="0"></a>
What is should look like is this (look toward the ver end of the code):
<a href='http://www.photoblogs.org/profile/adhvan.net/'><img src='http://buttons.photoblogs.org/photoblogs02_gray.gif' alt='Photoblogs.org - View my profile' title='Photoblogs.org - View my profile' width="80" height="15" border="0" /></a>
Notice right after border=”0″ where I have added a space and the / right before the >?
Make all the endings for all the different button codes look like that.

I heard from few people, it is still happening and all of them were using IE 7.0. Any help is appreciated

Ask those people to clear their browser cache and try again, and ask them to watch the status bar at the bottom of their browser window to make sure the page has completely loaded.

Yeah, IE is infamous for hanging onto cached pages till they turn to dust – or the browser cache is cleared.

[opinion]
Month by month IE’s share of the browser market is dropping and unless they would happen to come out with a really compelling, fresh and cutting-edge revision (something MS has never been able to do with anything they come out with), I expect within a couple years their market share will be down around 20%. At that point they would be nearing irrelevance.
