Hi there,
If the website was deleted, you will be able to restore it by following the steps listed in the guide I share below:
This guide explains how to shut down your WordPress.com site and erase (delete) all of its contents permanently. How to Delete Your Site ⚠️ Deleting a site permanently removes it and you’ll never be able to re-use its WordPress.com address (such as yourgroovysite.wordpress.com). To permanently delete your WordPress.com website, follow these steps: Consider if you needLet us know if you run into any issues.

If you renamed your website, there is no way back at all as very clearly stated when you renamed your site; you even had to confirm you understood this.

I followed the guide, thanks for sharing. However, when I restore the website I get the following notification: “Only an administrator can restore a deleted site”. However, I am the administrator, right?

It looks like you managed to undelete the website degefrustreerdehuisman4.wordpress.com now. You should be able to see it in your WordPress.com dashboard’s Sites list, and you can also visit the website in public using any web browser.
It may also help if you clear your browser cache by following the steps here if you still don’t see the site restored.

I don’t think that is the original address. Could a member of staff confirm if a user can or cannot now restore a free address by themselves that they have changed as well as being able to restore a free address/site they have merely deleted.
Every WordPress.com website has a free address that people can use to access your website, such as example.wordpress.com. This guide explains how you can change the example part of the address to something else. The steps in this guide will not change your site’s domain — visit our Change a Domain Name guide instead. degefrustreerdehuisman4.wordpress.com is not the name I want to use. It should be without the “4”.
degefrustreerdehuisman.wordpress.com is the one that I accidentally deleted and cannot restore now…
I still get the same notification: “Only an administrator can restore a deleted site”.

As @staartmees mentioned earlier in this thread, it is currently not possible to recover or reuse a previously used WordPress.com free site address. This is explained during the process to change your site’s free address and you are required to confirm this before the change is made. This is also outlined in our public support documentation here: https://wordpress.com/support/changing-site-address/#reuse-other-word-press-com-site-addresses
The original site address being displayed in your list of sites as eligible to restore, as well as the error message you see when attempting to restore it, are the result of an unexpected bug. This has been reported to our developers for review.
You are welcome to change your site’s free address again to any available address if you don’t like your site’s current URL.
