I uploaded a file to media library. Then I wanted to link it to a title in a post. I checked open in new tab box. Still the file is not opening in browser. It goes download mode. The new feature is very hard. I wish I could get back to the old method.

I tried to replicate what you described, and for me, it seemed to be working properly.
I uploaded a pdf file to Media, and I copied its link.
I used that to create a link in one of my blog post’s title:
When I tried to click on it, it opened up in a new window in the browser.
Sometimes it also depends on the browser, how a link will behave. Have you tried different browsers or different devices as well?

Hi. If you mean that you’d prefer to use the Classic Editor in the WP-Admin dashboard, then it is still available to all WordPress.com users. Here’s the Classic Editor support page, and the How to Access the Classic Editor section of that support page.

Is this a PDF file? In that case it depends on whether or not your browser has a PDF viewer built in. Most popular browsers do these days, but if your browser doesn’t have it, or that setting is disabled in your browser, the file will download instead.
Keep in mind that you can also embed PDF and .doc files directly into a post, so people can view the file without having to open the file in a new tab:
