Changing user access

Hi there, I am having difficulty changing user access. I have logged into each of the accounts and none of them will allow us to change the user access.
Specifically I am trying to change the administrator role.Can you please help!
The blog I need help with is: (visible only to logged in users)

The only owner of any blog is the person with the username account that registered the blog. That person is the original Admin and can reassign user roles to other official users of the blog.

The original Admin ie. the blog’s sole owner can also transfer the blog to another username account if required. http://en.support.wordpress.com/moving-a-blog/#transferring-your-blog-to-another-user-or-account

Any way to see who all has access to the blog? Trying to find out what account has admin role. Unable to.

Each person with each username account that could be the blog owner has to use the links I posted when they are logged in to determine if they indeed registered the blog and are the blog’s owner or not.
