  Can I change the background colours behind the header to greenish and blue tones?

  The blog I need help with is: (visible only to logged in users)

  Hi, the header on Twenty Thirteen is not transparent, where you see the white in the existing image is white in the header image itself. I would suggest creating your own header image with the colors you desire, or you can download the existing header image and change the colors in an image editing program and then change the name of that image and upload it as a new header image at Appearance > Customize > Header.
