I see this background image https://hiseternalword.files.wordpress.com/2014/10/000000yellow-velvet.jpg
Are you using the theme customizer?
https://en.support.wordpress.com/customizer/See here please https://en.forums.wordpress.com/topic/background-image-wont-change?replies=4#post-2488386
If you are using the customizer did you clear your browser cache https://en.support.wordpress.com/browser-issues/#clearing-your-browser-cache after you changed the background image so you are not viewing a cached copy of the older image?

I followed your instructions and it did not change the background of my blog page. When I click on customize I then see the following categories:
Site Identity
Colors & Background
Fonts
Header Image
Navigation
CSS
Widgets
Static Front PageWhen I click on the Colors & Background, I can see the background that I changed my blog to. However, when I click on saved/Published it reverts back to the old background. I have cleared my cache out of Opera.
I have noticed that to the right of the Colors & Background there is a circle that is black in the middle; whereas on the Header Image that is one of these characters >. I can change the header image without any problem but when it comes to the background color I can’t.
