Can't make topic sticky

I have written a new blog post and want it to be sticky like the last ones. However I have made previous posts unsticky, tried reducing the width and height of the picture (not sure of the correct size but done it the same or less than one on the the post I am trying to replace.
Is there another setting somewhere I have overlooked?

Neither of these actions has any effect on whether a new post is made sticky. A post is made sticky in the Publish module at Visibility > Public > Stick this post to the front page.

That site is not hosted here at WordPress.COM and you are posting to the wrong support forum.
WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums.
