Can you install custom widgets with the premium or business membership?

I know that you can install custom widgets with the wordpress.org account but want to know if you can install custom widgets with the premium or business membership upgrade.
The blog I need help with is: (visible only to logged in users)

I think that you misunderstood my question, so I will rephrase: If I purchase either the premium or business bundles, then can I install custom widgets?

I have a client that wants a wordpress.com account but also wants a widget that would link to online scheduling software. I could build her site in wordpress.org, but I am trying to keep this as simple as possible for her.
